Patricia Ortega

Patricia represents private, nonprofit, and public-sector clients on real estate, land use, environmental, corporate, and policy matters. Her practice includes development agreements, long-term ground leases, community workforce agreements, zoning and entitlement strategy, CEQA compliance, and corporate structuring. She counsels clients from early feasibility and due diligence through municipal negotiations and transactional execution, and she supports resolution of easement, title, and property-use issues.
In addition to her transactional and entitlement practice, Patricia has a background in dispute resolution, having mediated and facilitated negotiations through the Loyola Center for Conflict Resolution. She also has extensive policy research and strategy experience, with a focus on health equity, housing stability, transportation accessibility, and environmental compliance. Patricia has worked with public health and transportation agencies—including the City of Los Angeles, Los Angeles World Airports (LAWA), Big Blue Bus, and Metro—on initiatives designed to improve accessibility, equity, and sustainability in service delivery. Her practice reflects her broader commitment to building smart cities designed around people while also supporting sustainable business growth, with a focus on inclusion, innovation, and long-term resilience.
Patricia is a member of the Mexican American Bar Association and the Beverly Hills Bar Association. During law school, she served as President of the Jewish Law Students Association, as a Student Representative for the Latinx Law Students Association, and was active in the Real Estate Law Society. She was also a staff member of the Loyola Interdisciplinary Journal of Public Interest Law (LIJPIL). While working as a mediator at Loyola, Patricia was one of two students invited to the White House Summit on Building Lasting Eviction Prevention Reform in 2022, which honored select law schools statewide, attorneys, and students who helped prevent evictions in the aftermath of the pandemic.
