James Castaneda
Planning Manager

James is a Planning Manager with over 20 years of experience in both public- and private-sector planning, with expertise in project management, environmental review, and entitlement strategy. He leads complex land use and CEQA projects, oversees multidisciplinary teams, and facilitates effective community engagement that informs planning outcomes and builds public trust.
James began his career in current planning and entitlement at the county level, where he developed a strong foundation in public service, customer engagement, and regulatory compliance. At San Mateo County, he managed high-profile projects, facilitated public workshops, and represented the Planning Department in public hearings. He later transitioned to the private sector, where he advised clients on due diligence, land use policy, and CEQA strategies with Sheppard Mullin and PlaceWorks. In his current role at SOMOS, he leads planning efforts that center equity, sustainability, and community resilience.
James is also a longtime leader within the American Planning Association, including past service as Director of the APA California – Northern Section and current Vice President of Administration for the California Chapter. He holds a Bachelor of Science in City and Regional Planning from New Mexico State University.
